Access control

Admin users

Add operators who can work in the Hub without giving them Super Admin privileges. Owner access still comes from the protected server owner list.

Add admin user

Create a working admin below Super Admin.

Role boundaries

Admin

Can work client operations, packages, and system heads-up pages. Cannot add admins or manage Super Admin access.

Staff

Can work a smaller operations surface for client review and support visibility. No package, integration, or admin-user controls.
